OLIVIER DUGUET,

CEO

Olivier is CEO and Co-Founder of The Blue Circle. Prior to its establishment, he was Founder, Chairman and CEO of Societe Francaise d’Eoliennes (SFE) between 2001 and 2007. Under his management, the wind IPP became the largest in France, with 125MW of wind projects and 20MW of hydro in operation as well as a pipeline of 1,000MW in development before being sold to the Italian Utility Sorgenia in 2007. Olivier was also President of Nature Energies Photovoltaic from 2009 to 2011, active in solar rooftops in France.

Olivier holds a Master in Law from University Pantheon-Assas Paris and an MBA in Finance from University of Paris-Dauphine.

HERVE GRILLOT, Chief Operation Officer

Hervé Grillot is Chief Construction Officer for The Blue Circle. He is responsible for the group's development, project and construction management of sustainable projects in Southeast Asia. Hervé has 30 years of experience in construction, including civil works, roads, rails wind and solar energies in Europe, Africa, America and Asia.

He attended an MBA program in HEC Paris and holds a Degree in Engineering from Arts et Métiers ParisTech.

DANNY TAN,

Chief Financial Officer

Danny Tan is an accomplished Chief Financial Officer with an impressive track record spanning across multiple public listed companies in various industries and regions, including the USA, Netherlands, UK, China, Hong Kong, and Singapore. With double master's degrees in Computing and an MBA with distinction, along with being a qualified ACCA Accountant, Danny brings a wealth of expertise in financial management, strategic planning, and operational excellence. His extensive experience covers a wide range of areas such as financial reporting, budgeting, tax planning, mergers and acquisitions, corporate restructuring, and implementation of financial systems. Danny's ability to lead high-performing teams, drive business transformations, and navigate complex financial landscapes makes him a valuable asset to any organization seeking robust financial leadership and strategic insights.

PRIYANKA AWASTHI, Chief Sustainability Officer

Priyanka is Chief Sustainability Officer for The Blue Circle. She is responsible for strengthening the sustainable practices for the company along with the development of policy framework to address environmental and social issues. Priyanka brings 9 years of experience in the field of renewable energy, environment & sustainable development practices. Prior to this, she was a Corporate Strategy Manager for wind and solar projects and was responsible for designing and implementing project strategies sustainably.

She holds a Master Degree in Business Administration from Symbiosis International University with specialisation in energy and environment.

WATCHARAPONG KHEMKAEW, Thailand Chief Development Officer

Thor is Chief Development Officer for The Blue Circle in Thailand. He brings more than 20 years of experience in project development related to the wind energy sector. Prior to his position at TBC, he notably contributed to the completion of 976 MW of wind power projects between 2011 and 2014 in Thailand as a consultant.
Since 2020, Thor has also been Vice-President of the Thai Wind Energy Association and Vice-Chairman (Wind Energy) of the Renewable Energy Industry Club.

Thor holds a Bachelor’s Degree in Electrical Engineering from the Chulalongkorn University in Bangkok, Thailand.

NISA SERIAPIWUT, Thailand Country Director

Nisa is Country Director for The Blue Circle in Thailand. She brings almost 20 years of experience in business administration. She has more than 10 years of experiences in the Thailand wind energy sector, in project development and administration roles.

Prior to joining The Blue Circle, Nisa worked for an international company specialised in construction management service with over 300MW of wind projects developed that achieved signed PPAs from the VSPP scheme. She’s been the secretary of the Thai Wind Energy Association from 2019 until now.

Nisa holds a Diploma in Architecture and a bachelor’s in business administration from universities in Thailand. She also took a commerce course from university in Australia and Digital Marketing course from NYU,

Gilles BEAU, Wind Engineering Manager

Gilles is Wind Engineering Manager for The Blue Circle. He has more than 25 years of international experience over 4 continents mainly in energy and is now a consultant in Renewable Energy, water and climate change (Blue Wise for All).

With more than 14 years in Wind Energy in Australia (Windlab - including also South Africa & North America) and in South East Asia (The Blue Circle), he has contributed to the development of more than 3000MW of Wind Power Plants, of which more than 600MW are in operation.

Before that, he was the Export Sales Manager for Siemens AD (managing north African Sales, mainly large users) and Project Manager for Gaz de France in Mexico.

Gilles holds a Diploma in Electrical and Mechanical Engineering (France) as well as a business Diploma in International Business Development (Paris) and a GIS Remote sensing diploma (ANU Australia).

THOA LE, Energy Engineering Director

Thoa is Energy Engineering Director for The Blue Circle. He has 5 years working for Vietnam Electricity, in the field of design consultancy, power master plan and wind energy. In the subsequent 10 year period, he has held many different leadership roles to bring energy projects from the planning into reality, as design consultant, owner engineer, construction and operation. Last 4 years, he joined The Blue Circle to strengthen the Construction Management & Asset Management as the owner's manager.

Thoa holds a Master of Engineering in Electrical Engineering from Ho Chi Minh City University of Technology in Vietnam.

TRUONG NGUYEN, Vietnam Country Director

Truong is Country Director for The Blue Circle Vietnam. He has more than 15 years of experience in Electrical & Power industries experience in Asia.

Truong holds a Bachelor of Electrical & Power Electronic from Hanoi University of Science and Technologies (Vietnam).

SOK KUNTHEA, Cambodia Country Director

As the Cambodia Project Development Director at The Blue Circle Group, Sok Kunthea leverages her extensive local experience in spearheading successful projects across diverse sectors. Her tenure with CTS Group, overseeing rock mining operations and construction projects, demonstrates her expertise in client relations, cost efficiency, regulatory compliance, budget management, and stakeholder engagement within the Cambodian market. Previously, she coordinated large-scale development programs funded by The World Bank and non-profits like ActionAid International, honing her skills in activity planning, financial monitoring, and training initiatives tailored to Cambodia's needs. With an impressive track record and in-depth understanding of the local landscape, Kunthea is well-positioned to drive impactful and sustainable project development strategies for The Blue Circle Group's operations in Cambodia.

BURANAWONG SOWAPRUX, Director

Buranawong has over 28 years of experience in the energy sector, having served in various management roles for ExxonMobil Corporation. He joined Esso (Thailand) Public Company Limited in 1985 to become Finance Manager in 1989. In 1995, he led a project team to transform Esso (Thailand) PLC to become a public company listed on the Bangkok Stock Exchange.
After serving in the USA and Singapore for the ExxonMobil Group, Buranawong returned to Thailand in 2002 to become Esso (Thailand) PLC Controller. He retired in 2013 after holding a management position in ExxonMobil Global Services Company in Houston and being Director of ExxonMobil Limited.

Buranawong graduated from Chulalongkorn University and holds a Doctorate in Industrial Engineering from Texas A&M University.

CHAKARA SISOWATH, Director

Chakara has more than 30 years of experience in investment management across sectors in Asia, having spent his time between Hong Kong and Tokyo. Since 2016, he has been an independent non-executive director of Manulife TEDA, an asset management company based in Beijing, China. In 2017, he set up Jayu Management & Research in Phnom Penh, Cambodia, to offer advisory and management consulting services.
Since June 2018, he has been working with the 3E-Fii Group, a leading Audit, Tax and Accounting firm in Cambodia. In March 2020, Chakara set up 3E-Fii Capital, a subsidiary of the 3E-Fii Group, where he serves as Managing Partner in charge of Corporate Finance.

Chakara graduated from EDHEC business school in Lille, France (1985). He holds an MBA from the University of Chicago Booth School of Business (1992), is a Chartered Financial Analyst since 1995 and holds a Post-graduate non-executive Director qualification.

RAFAEL MATEO, Director

Rafael joined the ACCIONA Group in 2010 as general director of its energy division and, in April 2013, he became its chief executive officer.

Before joining the ACCIONA Group, Rafael worked at Endesa between 1982 and 2009. He was initially assigned to a thermal power plant in Teruel, where he held the positions of chief of maintenance, chief of operations, director and vice-chairperson. In 1997, he became director of thermal production at Endesa, a position he held until 1999 until he was posted to Chile, where he spent 10 years of his professional career. In Chile, he served as production and transmission manager before serving as general manager of Endesa Chile and as general director of generation at Endesa Latin America, where he was responsible for managing services in countries such as Chile, Colombia, Peru, Brazil or Argentina.

Rafael graduated in industrial engineering at the Higher Technical School of Industrial Engineers of the University of Zaragoza with honors in 1982. He also undertook a general management program at IESE Business School in 1987 and a Business Management Program at INSEAD in 1995.

The Blue Circle entered a strategic partnership with ACCIONA Energía to bring a portfolio of wind power projects to completion. ACCIONA Energía made a US$34 million investment to enter the capital of The Blue Circle with a commitment of up to US$113.5 million to finance capex of projects that reach ready-to-build status.

Siemens Gamesa has been supplying the wind turbines and is providing O&M services for TBC’s first wind project in Dam Nai, Vietnam. The 12 WTGs entered operations in late 2018.

CleanTech and The Blue Circle partnered to develop a large pipeline of wind power projects in the Philippines.

The Blue Circle is privileged to be a member of the Southeast Asia task force for the organization.

The Blue Circle has embedded ESG & Sustainability in every phase of the life cycle of the project. The concept of continuous improvements in environment, social and governances forms the baseline for our organization. The Blue Circle supports and follows IFC performance standards and Equator principle and does the detailed environmental and social studies based on the international recognized practices.
